Can the executor (one of four equal sibling heirs) sell/buy deceased father's homes at any price?

Or does each real estate sale have to meet the approval of all four heirs before closing? Does fair market value enter this approval equation? Can the sales be delayed until the economy recovers enough to get reasonable sale prices (close to appraisal values)?
