Should I use the word "PROGRAM" or "DEPARTMENT" in the following sentence...?

This is my personal opinion but when someone is talking about a department I think of either a store or some sort of business. When someone says program in this type of writing, I would think more of a school. I think Program would go better with the school theme thing..
