Can your break line freeze if you do not have heat in your car?

My breaks went out on me when I was driving on the freeway . My van is a 2000 mercury villager and yes I've been maintaining it . The breaks are not bad . What do you think could be the problem .Also what do you think is wrong with the heat , the blower works but it is blowing cold air.
